Have you turned the feature for Certificates on? You can do that by going to System > Config > Features >Show More and making sure Certificates is turned on.

There is a similar recipe about blocking the App Store, that you can find here. If you switch the signatures used and remove the schedule (unless you want to allow it sometime), the recipe should work for Google Play.

Have you configured you Log Settings (found at Log & Report > Log Config > Log Settings) to display logs from FortiCloud in the GUI?
