When switching between firmware versions, it is possible to notice that the count at the bottom of the Services page changes.
This is due to some Service objects being removed/replaced in higher versions. This article details the specific list per firmware version.
There is a count of 91 in the Services page in 7.0. This includes both Services and Service Groups, there are actually 87 Services and 4 Service Groups.

The 'ALL_ICMP6' and 'PING6' services were removed from 7.2. The 'ALL_ICMP' and 'PING' services now include their IPv6 counterpart. The 'webproxy' Service was removed from the list but is still selectable when configuring a Proxy Policy.
