There are lots of pieces involved in getting ZTNA working. Can you please share your relevant configuration? Also do you have FortiClient EMS sever licensed and configured? You will need that as well...

IPsec is an open standard. So any standards-compliant IPSec VPN client will be able to connect to the FortiGate IPSec remote access VPN.

Where did you learn that 7.0 will work and 7.2 and 7.4 won't work? That doesn't seem right to me... Have you spoken to TAC yet? You can review the LifeCycle document for support dates: https://support.fortinet.com/Information/ProductLifeCycle.aspx
