Resolution was: Enabling IKE Fragmentation on the FortiClient, because
it was activated at our Forti, but not visible in the GUI and I may have
overseen it in the CLI...
Hi, no it doesn't. But the problem was that at the Fortigate there was
IKE fragmentation enabled (not visible in GUI) and perhaps overseen by
me at the CLI. Enabling it on the FortiClient solved the problem.
