I believe 5.6 is mainly to expand the range of products it can manage,
as 5.4 is fairly limited (when compared to the vast range of products
Fortinet offers).

They won't have any VLAN tags by default, you probably want to create a
switch with those ports which can by done by Create New > Interface and
then select switch as the "Type" and then select those ports as members.
