Can you ensure the user who is running scp has permissions to
/tmp/test.out ? If not, I assume a security fix in the update broke your
config. You might want to set it up as a different linux user just to

you have a user on the FGT called " root" ? Is SCP enabled on the FGT?
Does " root" have the rights need to download the config?
