Does this persist after logging out/back in, new browser, etc? Hate to
reply with little more info but this should have a support ticket tied
to it if you're still stuck and forced to reboot, something we would
want to track in case its a new bug.
Assigning youtube or any google related site in the urlfilter to be
blocked won't work correctly under HTTPS because they use a wildcard SSL

Is it possible you haven't assigned the AV profile to the firewall
policy, or better yet the traffic doesn't match that profile? Looking
for simple answers since this is a very basic test...if you want to
attach your policy for review please do.
