This is a known issue 1053536 and it is mentioned in v7.4.5 release notes, under the resolved issues section.
Unable to configure pre_admin-disclaimer-text and post_admin-disclaimer-text under config system replacemsg admin and gives an error message cmd_commit_cmdb: cmf_query_commit error: -1.

The console log shows the following errors while making this configuration change:

This issue is resolved in v7.4.5 but has not been released yet. It is expected to be released at the end of November 2024.
