Go to Policy and objects -> Firewall policy, On the top right side corner, the option will be found.

Note on Implicit Deny Policy in CSV/JSON Export:

  1. If the 'Status' column is enabled in the GUI and the firewall policies are then exported, the implicit deny policy will appear with a 'Disabled' status in the exported data.
  2. By design, the FortiGate GUI does not explicitly show the status (Enabled/Disabled) of the implicit deny policy.
  3. Displaying the status as 'Disabled' in exports is expected behavior and does not mean the policy is inactive—the implicit deny is always enforced unless explicitly overridden by configured policies.
  4. This behavior applies to both CSV and JSON exports.
