Multiple incoming static IPs @ WAN1, forwarding to specific servers.
VIPs / VGroup / Port Forwarding set up (No NAT), and forwarding works
internally using secondary IP (can connect to web server), but can't

Hmmm. A different question - if these are recently added secondary IPs,
do they each have to be allowed access to get through the firewall? (as
below, and would 192.168.182.108 represents the external secondary
address? ) FGT # show system interface ...
.. I will try with the filter as you suggested..Should the secondary

tell me much (I'm no expert) do they need to run longer? This is what I
got with a short run on the sniffer - public ip
