I find that a number of machines are not updating from EMS so I was

For those that may see this - Fortinet confirmed this is a known bug in
6.4.5.The only mitigation options are to 1. Downgrade the FG or 2.
Remove Host OS restrictions until a fix is released in 6.4.6.
