I figured it out. Please see my reply to OP. It was missing 2 things :
FortiAPs need to be running 7.2.2 and "set static-isl enable" needs to
be set on both fortilink trunks that are formed. Once you do that, it

enginner to assist me, I finally have the missing part. The engineer
