This article describes the impossibility of installing agents such as Systems Manager Agent (SSM) as well as Cloudwatch agent.

FortiGate on AWS Cloud.
Solution
The FortiGate does not have the SSM or Cloudwatch module installed and external/3rd party extensions on VM FortiGates are not supported.
For Cloudwatch, it is possible to monitor CPU, network, and disk performance without installing agents on FortiGate OS. However, note that it is not possible to install agents directly on FortiGate OS.
To monitor additional metrics, it is necessary to integrate it with an external tool and query the FortiGate device using SNMP.
