This article describes how to upload VM license from CLI via FTP/TFTP server.
Scope
FortiGate.
Solution
Browsers can have an issue allowing connection to a FortiGate if the encryption on the unit is too low. In certain scenarios, uploading the VM license through an external FTP/TFTP server is necessary when the GUI only allows transferring the license from a local machine.
To upload the FortiGate-VM license file via the CLI using an external FTP/TFTP server:
execute restore vmlicense {ftp | tftp} <filenmame string> <ftp server>[:ftp port]
execute restore vmlicense tftp FGT.lic 10.47.1.117
This operation will overwrite the current VM license!

Connect to tftp server 10.47.1.117 ...
Get VM license from tftp server OK.
VM license install succeeded. Rebooting firewall.
Note:
This command automatically reboots the firewall without giving a chance to back out or delay the reboot.
