Solution
The upgrade paths are not strict. There are 2-3 versions that can overlap in any step.
There is no specific reason why both upgrade paths are valid.
The tool provides you with the flexibility to choose different upgrade paths in case there is a known reported issue to avoid during the upgrade process.
The purpose of the upgrade path is to offer the least number of upgrade steps from one version to another. It is still recommended to check the release notes for special notices regarding upgrade paths like Recommended upgrade path from FortiOS 7.0.13 or earlier versions where if the device is running on v7.0.13 or earlier, the firewall must be upgraded to version 7.0.14 first by following the recommended upgrade path before upgrading to v7.0.15 or later. Otherwise, the system can hang.
