Solution

Admin rights are required to start or shut down FortiClient because FortiClient starts/stops services and drivers.

More specifically, when shutting down FortiClient (via the system tray), stop the Windows service fa_scheduler. When starting a currently shutdown FortiClient (by double-clicking the desktop icon), it starts the Windows service fa_scheduler. Both of these actions require admin rights.
On the contrary, admin rights are not required when FortiClient starts during Windows startup, because FortiClient is started by its Windows service (fa_scheduler).

 

To start FortiClient make sure to have admin rights and run the application as an administrator as follows:

  1. Locate the FortiClient application.
  2. Press and hold down the Shift key, right-click the executable file or the shortcut for the application, and select Run as a different user.
  3. In the Windows Security window, type the administrator account's username and password and select OK.

To shut down FortiClient, locate the application in the tray icon, right-click, and select 'Shutdown FortiClient'.

The Windows Security window will show up type the administrator account's user name and password, and then select OK.
