how can i block users from access youtube HD streaming

and set a a limit of 100 mb per day

The Best way to do it will be to use a Web filter with an SSL inspection. Just using a web filter means that https traffic will pass through.

I am not sure if you can limit a user to 100mb, maybe others can chime in

You can configure quota for users from web filter profile. In order to enable quota you should have to allow monitor for category.
