VPN Setup

I am trying to setup VPNs for my users on my 200E. When I look at the Fortigate Cookbook, it directs me to a menu item, VPN, which I do not see on the LH menu. Do I need to activate it or buy a license? I thought it was a built-in feature of this firewall.
