Rate limiting using the Application control

Hi

Has anyone come across any issues where a shared rate limit doesn't function correctly when applied using the application control. I have checked the logs and certain sessions get by detected but don't have the shaper applied. I would guess around 5% of the sessions that get detected by the App control correctly don't have the shaper applied.

The firewall is using 5.2.7 

Any help or suggestions would be greatly appreciated as this seems to have support stumped at the moment.
