For anyone who is curious. The answer turns out to be that this is a
PUSH sync. Per fortinet support this is to be used on a DC with the
existing configuration that you would like to push to other agents.
Had the same problem when setting streaming media quotas. I did have to
set deep packet SSL inspection but the key was to enable the
schedule-timeout on the firewall policy as Dave mentioned.
Thanks for the reply. It is running v5.2.2,build642. This is a brand new
device that shipped with version 5.0 I believe. We upgraded the firmware
to the latest as soon as we received it and are configuring it now.
