To select the 'promote' option from GUI:
1) Go to Device Manager, select the 'HA device' on the left panel, which will open System: Dashboard.

Solution
To select the 'promote' option from GUI:
1) Go to Device Manager, select the 'HA device' on the left panel, which will open System: Dashboard.
2) To make the slave becomes the master, select 'Promote', then select 'OK' to confirm failover.
3) It will take a while to change the 'HA device' sequence.
4) Once completed, the HA role will be changed.

5) To confirm this on the production HA FortiGate, go to System -> HA.
