This article provides an example of how to block all websites, whilst allowing only one.
Solution
1) Go to Security Profile > Web filter.
2) Select the web-filtering profile that is to be applied on the security policy that is used for web traffic.
3) Create two static URL filters, as displayed in the following screenshot:
This configuration will block everything except any URL's which contain fortinet.com.
4) This new web filter profile should be added into the security policy for web traffic.
This configuration can be expanded by adding more URL's in the exempt list, such that everything will be blocked except the URL's that are exempted.
