Is QnQ supported in FortiOS?
802.1ad is not supported by FOS now.
FOS v5.4 wildcard VLAN feature might fit your customer.

Virtual Wire Pair supports wildcard VLAN for these interfaces:
User can not create any vlan interface on any of the interfaces within the Virtual Wire Pair.
When defining firewall policy, the policy between main Virtual Wire Pair interfaces will be applied to all vlan
traffic. In other words, if user defines a policy between the Virtual Wire Pair port1 and port2, then the same policy
will apply to all vlans flowing between theVirtual Wire Pair.
Wildcard is meant for ISFW purposes. The ELBC and SALBC on chassis does some of this as well as Fortilink but in Fortilink's case it is to support a type of MSTP.
I do believe FortiCarrier supports this though, but I need confirmation.
