Initial Setup of Country Blocking

I have not used country blocking before. Everything that I read talks about blocking this country or that country.

Is there a way that I can create an 'Allow Country'? For example, block any country except those on the allow list. Example; only allow North America but block the rest of the world.

Are there differences in Country Blocking configuration for Block and allow?

Could you not just create a policy specifically that states allow "Country - North America, or Canada/US" and then not create an allow policy for the rest of the countries?
