I understand that when you dedicate a CPU core to management it allows https or ssh access during a time when the CPU would be too busy to respond but I'd like to take that a step further? Will that CPU be leveraged for all or at least most other control plane functions? For example, maintaining HA, handling SNMP queries, running routing protocols, responding to ICMP, or is this strictly limited to HTTPS and SSH?

Any 2U or larger device in the FortiGate suite supports this feature. It looks to only be slated for management access, however.
