fortios 5.6 ngfw can't block youtube on phones

Config fortinet 600c with the ngfw, I block youtube and facebook in desktop pc, but it does not block in the mobiles, and it activates deep inspection and in the same way it continues working in the mobile, try with web filter, and control of applications

Any more details such as ios or android, web (which browser) or app?

Do you have a packet capture? Have you blocked QUIC?

I block quick application and use Android app YouTube and facebook, and Will make packet capture.
