One of the step of a big move to cloud project, I would ask you if what's the best way to replace many hardware appliances by Forti-Vm in Azure. Is there any tool to migrate configurations and rules or we should recreate all rules manually or ...

You need FortiConverter.

You can do it as well by adapting and pushing the original configuration to the new FGT, but some experience is needed for that.
