Email alert after the interface is down for a period of time v7.4.1

How can I configure email alert when interface status is changed for a period of time (down and up).

I want to receive mail after the interface is down for 10 seconds (or certain time period) not instantly. 

If the interface is down and back up within 10 seconds no email should be sent.

As of now we don't have that option in Fortigate automation stitch, you may achieve this using an event-handler on FortiAnalyzer .
