Is is cool defination of port number and protocol number.
Port number - which services do you want to use.
Protocol number - How do you want to communicate.

Protocol numbers are generally referring to IP protocol numbers at L3 or Network layer:

Port numbers on the other hand are referring to TCP/UDP port numbers at L4 or Transport layer:
