Solution |

Always note the size of the OSPF packets during cases where the neighbour state gets stuck at 'loading'. For example: note large LSU packets containing large router LSA.
In these cases, take simultaneous packet captures on both OSPF neighbors to find any missing packets.
FortiGate may generate a large Type-1 LSA (total packet length) that may have difficulty reaching the destination.
