Solution
Yes. It can be performed either from the CLI or from the GUI.
From the GUI: Configuration tab> APs under devices> highlight the offline AP> click the delete button.
From the CLI: Check the offline AP's AP ID using the command #show ap
Meru# configure terminal
Meru (config) # no ap <ap id>
If you try to delete an online AP it would throw an error "Node is on-line"
