Solution
APs in Nplus1 can be either in L2 or L3 mode based on the number of controllers in the nplus1 cluster. If there is only one Nplus1 master for an Slave, APs can be in L2. However, if there are more than 1 Master controller, it is recomended to have APs in L3.
