Solution
The Roaming Policy that governs how aggressively the badges attempt to roam. The default value of '2' tells a badge to roam when the SNR < 20. The setting should be changed to '0', which will make the Vocera badges less aggressive.
According to the Vocera, the default setting (2) is suggested for non-Virtual Cell implementation.
