a route referencing that tunnel and it won' t let you delete it unless

If the traffic is encripted in a SSL Tunnel, you need to enable SSL
inspection, otherwise the FGT doesn' t know whats inside the tunnel and
can' t block it. This applies to Web Filter, DLP and APP Control.

Do you have features like Web filtering or app control enabled? vdoms?
You can check the performance of the FGT with FGT# get system
