Had the same issue, what worked for me was adding the REG_DWORD of
"save_username" with a value of 1 (doesn't matter if its decimal or hex)
in the following registry
key:Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Fortinet\FortiClient\Sslvpn\Tunnels\
