ok, so there was issue with emulation. I have to add -cpu host parameter in qemu, and after that I was able to activate license... strange.

7.6.5I wrote with fortinet on chat, and they told me to post here, and I will get help from fortinet engineer ;) I have got fgt trial license years ago, but it is not on my asset list any more...
