you need to go inside vdom or global to access the full CLI if the FGT has vdom enable.

I donot have a FortiWeb, but i assume the CPU spike may cause by the automatic fortiguard update.You can change the update time to off-hour to lower the impact of your traffic.

I' m experiencing high RAM usage and it seems that there is a lot of it (more than 1 GB) used by cached that seems not to be cleaned up. I don' t think there is any CLI command to force release cache, but cache automate release once kernel need more ...
