You definitely must follow Maiks advice and change the source ports.
Otherwise it will work only in one case: the source is really 1443 and

I' ve got the wireless controller in the network 172.16.0.0/16. The
FortiAP is at the network 172.18.16.0/20. There is a DHCP server at each
subnet. The FortiAP has to find the wireless controller by DHCP because
broadcast and multicast doesn' t work...
Thanks for your fast reply but unfortunately we have a DHCP server in
every subnet. Using a relay would cause a lot of fun for the UHD :-) I
