What does the "set inter-controller-mode l2-roaming" command do?

I cannot find any documentation relating to it.

config wireless-controller inter-controller set inter-controller-mode l2-roaming set inter-controller-key ENC XXXXXXX set inter-controller-pri primary set fast-failover-max 10 set fast-failover-wait 10 end

L2 Roaming in other words Inter-Controller roaming provides roaming between two different Access Points managed by two different FortiGates.
