I'd like to know what is the meaning of the time duration next to the DNS server in Fortigate.
When it is showing thousands ms, we can still ping it without issue.

These MS times are the time it takes for DNS to respond to Fortigate's queries.
As I know, FGT will not use keepalives to test the DNS servers but will extract the response time from the last DNS query done to that DNS server. The latency measured with ping is not the same with the DNS response time.
You can have more information from the CLI using the command:
GW # diagnose test application dnsproxy 2
