web filter: "OVRD_FORM" doesn´t work

Hello, I want to allow anyone to bypass an blocked URL without having to login with its user credentials. Therefor I have

added. Locking "click here" only reloads the warning page itself, but it doesn´t allow the user to access the blocked page. Does anyone have any idea what´s going wrong? Regards
