I have attached scenario , Want to  extend  vlan 10 sw1 to fw2

You can achieve this with GRE tunnels probably, but I don't have experience with actually doing that.  And the difference in platforms between the R1 router your VLAN lives behind and the FortiGate you want to connect it to will complicate it.  If you could move VLAN 10 up to FW1, it would become a little bit simpler maybe.
