vlan problem on FortiOS 7.0

Hello

I have 4 vlan's :

172.28.12.x

172.28.20.x

172.28.30.x

172.28.40.x

Everything is fine, inter vlan routing works vlan can acess each other.

My fortigate have address 192.168.1.99. I got problem with creating vlan with adress 192.168.x.x

I set like with 4 vlan's ip adress, firewall roules and i can't access to the vlan with adress starting with 192.168 

What's problem ?

Sniffer packet capture can be performed first:

diagnose sniffer packet any "host 192.168.x.x and icmp" 4 0 l 

and then debug flow analysis:

diagnose debug flow filter addr 192.168.x.x
diagnose debug flow filter proto 1
diagnose debug flow show function-name enable
diagnose debug flow trace start 100
diagnose debug enable
