In OS 5.2, the user- and device-identity policies have been flattened to sit alongside address policies in the rule list. In other words, all parameters are matched at once, instead of needing to place identity-based policies at the bottom of the list as a catch-all. You will still want to ensure the hosts have a DNS policy before the identity-based rule, since DNS is no longer implicitly allowed for these rules anymore, but other than that, just select the user, group, or device from the available drop-down menus when creating the policy.
