What rwpatterson has been suggesting from the beginning of this thread is "don't use DHCP server to hand out static IPs for any routers, and you should configure those IP statically on the router's interrfaces".

Then why do you still have those "X Router" entries in the DHCP config? You should have removed them all by now. All you need to configure via CLI is:

-make sure what interface all those client devices and routers are connected on, then specify it (this is questionable in your config)

-set GW, mask and all other common parameters clienets need

-set the scope/range 100-2xx you want to assign

Only in case those statically configured devices are spread in the /24 range or in the middle, you probably want to use "exclude-range". But your case is not. It's supposed to be very simple and you can configure even via GUI.
