unable to activate OCVPN

i cant enable OCVPN it says 

OCVPN free license limit (0) has been reached. Please upgrade to full OCVPN license to register additional devices.

My understanding is that OCVPN comes with 3 free licenses in full mesh mode.

How do i activate this? My fortigate is already activated and added to forticloud. Not sure what im missing.
