5. Two subnets and the web-based console allowed to connect

Trusted Host #1: 10.100.0.0/255.255.255.0 Trusted Host #2: 172.31.224.0/255.255.255.0 Trusted Host #3: 127.0.0.1/255.255.255.255

Does it mean from the    10.100.0.0/255.255.255.0 and 172.31.224.0/255.255.255.0 network web-console can be access ed ?

or something else  ?

Yes. You specify the networks from which you are allowed to manage the FGT (whitelisting).
