I configured two SD-WAN zones as the attached, but I can not set up static routes to different SD-WAN zones individually.
( I am using Firmware 6.4.1 - the laster version for Forti400e ).
I can only find the ""SD-WAN" in static route configuration

You route traffic to the SDWAN as a single object, then the rules control the traffic flow. So this is by design.

This is my configuration ( SD-WAN zones, and static routes )

config router static edit 1 set distance 1 set sdwan enable next edit 2 set dst 10.16.7.0 255.255.255.0 set gateway 10.10.32.22 set device "port7" next

this was very annoying. Anyway, in FortiOS 7 and later, it is possible to create static static routes per SD-WAN Zones
