skype setup on 3g on wan

We use skype on a 512 lineand the video is really bad. I am adding a 3g Modem on the USB of the fortigate 100. The bandwidth cost is expensive and hence this must be limited to skype only. Is there a way to insert a routing policy for all selected users that is only valid for skype and that routes any skype call etc to the modem. If any other browsing is done then this will go through the 512 line? any advice will be great bernd
