We are trying to manually restore configuration file from 100E to 100F. Any idea how to do it? We can't afford the license to buy forti converter.
Any help is appreciated.

You cannot upload the same configuration file between different models. If you don’t want to use the forticonveter service then you need to manually configure the firewall.

Additionally to Amritpal's solution, in case you don't have FortiConverter then you can do it manually. However it requires time, effort and some experience.
Thank you for replying. I’m going to try it on an old 60e going to 60f(new). I noticed that 60e(old) has 7 and 8 ports. 60f has A and B ports. Does anyone if I can rename the ports 7, 8 as A and B and copied to configure to 60f?

Physical interface names for those are 'a' and 'b', which you can NOT change. However, after you remove "fortilink" config from the default, you can use those a and b port as normal lan or wan ports.
To remove fortilink, you have to remove the references first, such as under "config system ntp" and "config system dhcp server".
Download the default config and search "fortilink" with an editor.

Can I keep the forti link A and B? I don’t want to delete them.
Of course it's up to you. I thought you wanted to have 7 LAN ports like a 60E. If you don't need that many LAN ports, you can keep them.

But the problem is 60e has port 7 and 8. 60f has a and b. You can see the ports do not match if I copy the configuration from 60e to 60f
You can simply search&replace all "internal7" to "a" and "internal8" to "b" with your editor. That part of conversion is simple.

100E and 100F have all ports in common (just the 100F has some more). So you can take a backup from the 100F and take the first lines (the ones beginning with "#") and replace those in the backup from the 100E with these. Then you can simply restore that backup on a 100F.
Did dad several times without problems.
This works for 100E to 100F but not vice versa and also will not work for other models.
You will have to check every single case of combination.
